Ballast system not working on 99' X22

Hi Folks, the old owner was afraid to use the ballast system and I see there is an upgrade listed in the maintenance section of the web site. The system is not working now.

Does anyone know if there was a serious issue with the 99 models or can I just trouble shoot and get it going again?

It is the soft sac type with one pump to fill the bag.

I saw some '99's with the pump installed in the BOTTOM OF THE BILGE near the driveshaft. Gotta wonder what they were puffin on when they decided to do that. If yours is like that, you want to upgrade anyway. The fix was to move the pump into the storage compartment, left side looking in, on the back side of that panel. There were wiring changes as well.  Evaluate what you have and we'll all chime in on what the best way to fix what you got or rip it out and start over.
