Transmission filter small "O" ring

After removing the Transmission oil filter on my direct drive transmission (Epic 21) to pump out and change oil, I noticed the small “O” ring just laying to the side of the shaft that goes up through the filter.  I need to know where that “O” ring belongs so I can put the filter back on correctly.  Thanks in advance for you help

I see in a previous post that I should have a drain plug for the transmission in the rear of the transmission at the bottom.  The only plug I see is an Allen wrench looking plug on the opposite side of the transmission filter but...it does not look low enough to remove all the fluid.  Is it possible that I do not have a drain plug on my 99 Epic21? Might just be me but I would rather drain it from the plug instead of sucking it out from the trans. filter hole.  Any thoughts?

There is a plug for draining but it is hard to access. I always suck fluid out of the filter housing.
