Engine will not crank

I'm late getting the boat in the water this year :'(.
So I de-winterize, checked everything out, battery charged, and go to start.  no crank.
Disconnected and cleaned all electrical connectors I could find on the engine and dash - no crank.
Dusted off the engine manual and started troubleshooting.
Checked starter relay - good.  Then checked voltage supplied to relay when key in start - voltage went from 0.001 to 0.02v. Definitely not the 12v needed for the relay to work but does indicate something is happening! 
Finally hooked up the OBDII to check engine codes but it will not communicate. hmmm not good

Has anybody had engine cranking issues? ???

Kill switch has gotten me a few times, including once when one of its terminals came off from the switch itself.

Kill switch will not prevent the engine from cranking, it only disables guage cluster and engine ignition.

Check the neutral start switch on the transmission.  On mine I have to jiggle the throttle sometimes to get it to crank.

Kill switch will kill the gauges but will allow the starter to turn over the engine....just wont start, have had this happen.

Neutral switch will keep the starter from turning over the engine but will have no effect on the gauges....have been on the dummy end of this one before freaking out because by boat wouldn't start only to figure out I didn't have it in neutral.

The voltage drop you are describing sounds like a bad ground connection, check voltage from relay back to the - negative battery terminal, if you get good voltage with this method then you have a grounding issue.

You will then have to find the bad connection and by the way you are describing the lack of ODBII it sounds like the main ground back at the engine...could have corroded some sitting over winter.

One way to check this quickly is to place your positive (RED) meter leads on the positive + battery terminal then place the other on the engine block (will have to be a bare metal spot), you should get the same exact voltage as if you had touched the negative - battery terminal.

Did you check the fuse on the battery disconnect switch?

1. does the gauges moves when key goes on?
2. Send power to yellow wire w red tracer on top of transmission,  does it crank?

Thanks all for replying.  As I was going through all the replies, I was thinking yes did that, yep know that is OK, checked this and that and oh no, surely not that and so simple.  Have owned and worked on this boat since I bought it new back in 99 and ya would think I would know better.

Moved that throttle through its full motion both ways, put it back in neutral and .... purrs like a kitten. :o
