Help with transmission cap

Alright, so as part of my "getting ready for lake season" maintenance, I wanted to change the transmission fluid. I noticed sealant around the cap which I assumed was a DIY gasket installed by the last owner/service shop. Once I removed the cap, I realized that sealant was holding the cap secured to the gearbox.

My question is what am I missing and why will it not tighten down? The bolt threads and tightens, but only tightens to the piece that sits on top of the filter. I did not remove all the sealant yet to to inspect the cap. I decided after trying to remove my fuel filter by tightening it for 30 minutes, it was time to call it quits for the day.

I don't see the black oring that compresses when you tighten allen wrench screw.

I checked the parts list index, but I couldn't find any pictures showing that cap. Can you point me in the right direction?

Can you pull the cap off when you screw it back down?
