Slipping transmission on 99 Epic 21??

I have a transmission that seems to be slipping.  At first it was intermittent where occasionally I would be in gear cruising along and it would just slow up like the prop was spinning on the shaft.  Eventually I would push it into gear and the boat would just go nowhere.  Dealer says they need the boat to diagnose and don't know if the transmission will need rebuilding or if it is simply a pressure moderation that is causing the gears to slip.  Any ideas?? Cause?  Solution?  cost?

I had a similar problem that I thought could be the transmission as there was a definite knock and boat would not engage. Read thru tons of posts for people who's boat worked fine and then had a loss of power. Gave it Full throttle and would barely move. Thought it may be going into limp mode, but that wasn't the case. Tried cleaning the MAF, put in new plugs, fuel filter and fuel pumps. Nothing worked. Turned out to be a short in the fuel pump connection. Not sure what your boat's problem is, but rule out the easy stuff before you work on the tranny. Seems that any problem I've had has been related to plugs or fuel pumps. Hope this helps.

step one: pull dip stick and smell the fluid :
2.check fluid level is it at normal level when checked:
3. turn the prop or prop shaft by hand in both directions is it easy or hard to make 3 full revolutions.
4. put boat in water and start engine does the shaft tun when it is in neutral?
    B .put boat in neutral and turn to 2000 rpm does the shaft turn ?
5. put it in reverse does the shaft turn .
6. put it in fwd does the shaft turn
7 if the boat is on a trailer then put it in fwd and add rpm .
8. do same in reverse :
