It got fixed. Apparently the oil I saw was the old grime stuck up in spark-plug- hole -tube covering the plugs. Once it got all cleaned up, I see no more oil in the holes, and the plugs remain dry. I guess replacing gaskets at the top of the spark-plug holes did take care of the problems. Now engine runs well. It cost me $ 180.
