steering box under dash

The end of the steering shaft started dripping grease during 90 degree days and has continued, although slower. The shaft has what looks like a brass washer on the end held in place by a round clip that slips over the shaft end. Don't see a rubber washer or cap to keep grease in.
Should there be one?
Wrong grease maybe, too light?
It's light brown in color.
