The top of the towers are the same . The difference is the location and the angle off the feet pads.

Any decent welding shop that can weld aluminum can do it, though that tower may be stainless, so someone capable of that should be able to do it. The trick would be measuring properly and getting the angles right. It would require a fair amount of fabrication. You'll want to make reinforcement blocks for the inside of the hull if yours doesn't have them glassed in. Most e22's and S22's have the plates, you can see them if you look up under your gunwales.

Tower is brushed Aluminum, and the cut and weld would be small to meet the angle of the boat. Or you can make a starboard material wedge.
