Was seeing what steps you would advise as they left gas in it and I am going to have too flush the system out and work on getting it running. I have already ordered new carpet and having the seats removed and redone.  I figured first steps on the engine are..
1- new battery
2- drain the old gas
3- replace all belts and pulleys (pulleys are rusted out- saw the topic on tkt021 kit on rock auto so i am looking to order that)
4-change out spark plugs and ingition coils
5- change out gaskets
6- replace alternator if needed
7-replace new gas and a fuel treatment cleaner( what does everyone recommend)
8-before I switch out water pump run a coolant treatment through and then change water pump..

any suggestions would be awesome as I know this is a pretty big undertaking but this boat has low miles on it so the engine is in  great shape just needs a lot of tlc to get it back to par

I just started one of the crate motors that had been sitting for 20 years with water and gas in it I did close to what you are suggesting.

1. Flushed cooling system, then replaced water pump and timing belt/tensioner
2. Changed oil
3. Replaced plugs with NGK 7990 (these tend to not foul) and spray seafoam into the cylinders
4. Replace the seawater impeller and clean the pump housing if needed.
5. Got fuel pumps up and running by filling them with carb cleaner then running them with fuel with techron/seafoam and tapping them with a hammer to free the pistons. This is easier to do off the boat.
6. Pre cleaned the fuel rails by holding down the prime button on the engine and pushing the techron/seafoam fuel through them.
7. Start the engine and run it with the techron/seafoam fuel. The injectors were sticky and it took about 30 min for the engine to run smooth, there shouldn't be any noticeable pulsing in the intake air

One other thing, you may want to clean the mass airflow sensor and the intake screen. I didn't have to do that on my crate motor but have on the boat.
