New 2002 SX fro me, ballast system was capped off??

Does anyone know if there were issues with the SX ballast systems?  I got the new boat yeaterday and the ballast system pumps were removed and the tanks were sealed with silicone????  Why would anyone do this?

Any suggestions?

I will be fixing it but am looking to see if the original owner may have had a bad experience???

When the boat was sold at the end of building the EPIC BOATS. I tested the built in ballast and they both had leaks into bilge

 IT WAS AGREED TO REMOVE PUMPS AND I SEALED THE FITTING... I left the control panel and most of the stuff.

Please keep us posted on how you fix the tanks, one of my tanks leaks into the bilge as well and I would like to fix it too.

One boat was repaired but it required cutting into the inner hull and glassing the area that was leaking. Major glass work...
