Epic 21 rudder question

Can the steering cable to rudder linkage come loose? I have noticed that even at low speed( 10mph or so) turning wheel seems to have little to no effect. I first noticed at high speed about a month ago. When I put the boat up on the lift and hold the rudder and get someone to crank the wheel appears to turn just fine. Is it possible that there is slippage where the cable clamps to the rudder linkage?  I am thinking that when boat is in water resistance to rudder turning is much greater than me holding it with my hands.
