need to buy 98' S22 manuals & engine won't start

Hi all,
   Very cool website!  I'm helping a friend fix his S22 and he lost his manuals.  Can anyone advise where to get a set for his 1998 S22?  Also, the engine cranks but won't start (boat is hardly used and is in otherwise excellent condition) ???.  Checked that there's gas at the plugs...seems there's no electricity to the sparks though (suspect something embarassingly simple).  Any advice?

What about the kill switch lanyard deal by/on the shift/throttle lever? Doesn't that safety switch simply kill sparks when pulled?

If the lanyard is bad the gauges will not zero, but the engine may crank. If no crank then power fuse could be bad or a corroded connector at fuse. If boat that have green battery switch may be also have internal short.
