I would check very carefully (fill on dry land via the vent lines) to see if you have leaks at the reversed thru hull fittings that the ballast fill/drain goes through into the tanks. To tighten, grab the threaded part with a pair of channel locks and tighten the big nut. Also, check the access plates to see if there's leaks there. You could also be leaking from the frankenstein valve manifold assy and the 40 or so hose clamps:)
