Hello all, I am the current owner of this boat.
Regarding the ballast, I have never used the ballast sack located in the storage locker. However, I am interested in finding out where the switches are located, or should be located, for the X-22. After reading this post, and looking at several pictures of used boats on this site, it looks as though the switches should be mounted to a panel located under the throttle control lever. This panel, however, doesn't exist on my boat. The upholestry on this boat was replaced in 2006 before I bought the boat, and perhaps this panel was removed at that time. The sack and the pumbling still exist, but as I stated before I have never had a use for it.
Regarding the VIN #, I do not have the VIN# on me but I bought the boat as listed (2000 x22), and the NADA does not list the X-22 under 99, only 2000 and later.
Regarding the tach reading, I believe this has to do with the PPR signal coming from the engine. I remember reading an old post: Wide Open Throttle (WOT) only hits 2750 rpm (& prop advice), where a poster indicated that the Toyota engines use a PPR signal of 2, which is typ for a 4 cylinder engine, instead of a PPR signal of 4 (typical for 8 cylinder engine). The maintenance section had a "how to" of how to correct on the digital millenium guages, but I'm not sure how to change on my guage (not digital).
