Priming Ballast Pumps

I have a 2000 X-22 with the factory soft ballast in the trunk. I've been using fly high sacks in lieu of the factory ballast, but would like to start using the factory ballast as well. The factory ballast uses two rule pumps, one to fill and one to drain. The fill pump has been relocated from the bilge to the storage compartment.

My issue is I can't get the ballast to fill. I've checked the intake to make sure it's clear and I know the pumps are working. Typically I open the intake near the battery, turn on the pump and hope it fills. I'm not moving when this happens. Pumps will run, but water isn't drawn in to the ballast.

I've read that you shouldn't be under way when filling, but I'm wondering if I should be on plane to prime the pumps.

Any advise would be appreciated.

The intake grill  is facing aft so to prime it go in reverse.

Aerator style pumps need to be mounted below the waterline or you need a forward facing pickup with an electric or manual shutoff valve to prevent it from self filling while underway. Or use a jabsco style impeller pump and priming won't be an issue unless you want to fill while underway and still have a rear facing pickup. I've used both on to different ballast system they both have pro's and con's depending on your install limitations

Thanks wakejunky, I think you got it. Didn't work again today, even moving in reverse, but how fast can you really go to prime it. I did notice that the pump is installed in the cubby by the amp. It looks to be above the water line. The output also points down so I'm wondering if there's air in there and the water can't push it down and through. I'll try to relocate lower and mount the input/output level. Thanks again.
