Drain Plug Leak

I've taken my boat out three times. The first time I used a drain plug that happened to be taped to the steering wheel. When I took the boat off the lake and removed the plug, very little water came out of the drain.  The next two times on the lake I used a different plug, which, now that I look closely at it, has a couple rough threads at the top end by the square nut. The second plug seemed to go in well both times (no cross threading or anything like that), but both times I removed the plug, a good 2 to 3 gallons of water poured out of the drain. Hopefully when I use plug #1 tomorrow the problem will go away. In the meantime, can anyone tell me if the seal is on the threads of the plug, or is the seal more of a pressure thing created when the plug is fully tightened?
