Neither of those two systems on a Toyota are different from any other inboard, it shouldn't be hard for even a dumb ass boat mechanic to figure out. The ballast system went through changes and can be problematic, but it's not hard to make something work. The switches are on the dash usually, the accessory ones. The pump is probably in the storage compartment or under the back seat. There is info on the How TO page.
Find the pump, turn on the switch and check for 12vdc with a test light. If it is there, it is a bad pump, not uncommon. If the pump turns on, make sure that you have opened the hand valve to let water in, follow the hoses to the inlet in front of the engine.
